When you detach yourself from perception or sense enjoyment, you have the inner joy or Ananda, which is different from pleasure. This Ananda is permanently there in the consciousness of everyone and everyone is perfectly free to seek it and get it...

Lasting happiness, happiness that cannot be shaken or dismissed or modified by good or bad fortune can come only through the discipline of the mind, faith in a higher power that guides all the deeds, words and thoughts of man...Bliss is the highest happiness. (GG, pp. 257-258)
