Haughty persons deserve no kindness; mischievously cruel persons deserve no softness; misers by nature deserve no moral teaching; egoistic persons deserve no advice; greedy persons cannot benefit from insistence on renunciation; persons stricken with anger deserve no counsel on being at peace; lust-crazy victims deserve no scriptural readings; saline fields deserve no seeds of grain.(RKRV Part II, p. 176) Only those who are established in righteousness deserve to rule. When persons of devious intelligence and shady skills rule the realm, the earth will degenerate into an image of the nether regions. Selfish pushers, narrow-minded adventurers, greedy vultures, pomp loving personalities, self-centred individuals, persons suffering from chronicenvy, these do not rule over; they undermine the foundations of righteousness. The (Kingdom) Country will be ruined by them. Only those who tread the path of virtue and righteous conduct deserve to rule over others.(RKRV Part I, p. 413)
